Coverage Rule
Do not mark a form supported until source fields, calculator logic, citations,
and at least one golden test cover the normal happy path.
Status meaning
supported: the normal path is in the engine, cited, and covered by a golden.partial: some useful lines exist, but the form still needs coverage or edge handling.planned: the article and tree entry exist, but the form is not ready to draft a real return.unsupported: the intake may see the form, but the engine will not use it yet.
